| APPLICATION
|
A request for financial support
of a project/creative activity, submitted in accordance
with the funding sponsor's instructions. Types of applications
include:
Preapplication – A summary statement of the intent
of the applicant to request Federal funds. Used to determine
the applicant's eligibility, determine how well the proposed
project can compete with other similar applications, and
eliminate any proposals that have little or no chance
for Federal funding before applicants incur significant
expenditures for preparing an application.
New application – A request for financial
or direct assistance for a project or program not currently
receiving financial assistance.
Noncompeting Continuation Application
– A request for financial or direct assistance for
a second or subsequent budget period within a previously
approved project period.
Renewal/Competing Continuation Application
– A request for financial or direct assistance to
extend, for one or more additional budget periods, a project
period that would otherwise expire. Competing continuation
applications compete with other competing continuation,
competing supplemental, and new applications for funds.
Supplemental Application – A request
for an increase in support during a current budget period
for expansion of the project's scope or research protocol
or to meet increased administrative costs unforeseen at
the time of the new, noncompeting continuation, or competing
continuation application. |

The interval of time (usually 12 months) into
which the project period is divided for budgetary and funding

CONFLICT
OF INTEREST
|
Disclosures of financial interests of faculty
and family must be made by PIs and others having decision-making
authority over conduct of work. |
CONSULTANT
|
A person, outside of the grantee organization,
employed on a sponsored project on a "work-for-hire"
basis for the purpose of obtaining professional or technical
advice. Like subcontractors, consultants operate as independent
contractors without detailed supervision. Unlike subcontractors,
most often they should participate on a "work-for-hire"
basis. A consultant has no rights to what he/she produces.
OU employees cannot act as consultants on OU proposals. |
| CONSULTING AGREEMENT
|
A form of subcontract issued for services
too urgent, special, temporary or highly technical to be
provided by existing university staff. Consulting agreements
are not issued to procure "substantive programmatic
work." |
CONTRACT
|
The principal purpose is to acquire property
or services for direct benefit or use. The project is conceived
and procured by the agency. The agency exercises direction
or control and closely monitors the project. |
COOPERATIVE AGREEMENT
|
A funding agreement used when the principal
purpose is to transfer something of value to a recipient
to accomplish a public purpose. |
COST SHARING
|
Costs of project not paid by the sponsor;
sharing of costs by the applicant, usually more than a token
amount (i.e., more than 1%). Cost sharing is normally on
grants, not on contracts. Preferred sources are academic
year time and effort along with associated fringe benefits
on the contributed salary, computer time, and associated
indirect costs. Cost sharing always requires departmental
and college approval. Only the Vice President for Research
can contribute indirect costs. Cost sharing to a for-profit
entity is prohibited by Oklahoma state law.
